It’s probably best to split the factors into technical, political, and commercial.
Technical:
Lots and lots of water readily available? ie the sea or a river.
Flat land?
Non-earthquake zone?
Political:
Away from population centres?
Away from sensitive natural habitats?
The need to build at any cost to increase the country’s “installed capacity” cos we have a massive “Energy Gap”?
Commercial:
Can you get someone else to pay for it cos it makes absolutely no sense if you have to pay for it yourself?
